the heat will be tomorrow on thursday. we do have cooling in store for the weekend. we'll talk about it and have a look at my seven day outlook coming up. >> yeah good morning lisa. i'll take it from here. you can see our overall map showing pretty clear conditions across the region. this is minus that typical slowdown on the altamont pass. we do want to zoom in to a crash in san rafael. this is northbound 101 after central san rafael. a solo car crash is blocking the two right lanes. but luckily, no major delay and we'll take our live san rafael cam right now showing no issues at all. let's get back to the desk. amanda, thank you. >> one of the first things we hear about when we talk about building a better bay area, finding ways to improve public transit. but what if one of those agencies were gone? a report paints a bleak picture of the bay area without bart. abc seven news reporter gloria rodriguez is live in daly city with a look at that report. and gloria, this comes as bart is facing a financial crisis. >> yeah, reggie. bart is facing

a multimillion dollar deficit starting in 2026, and the report makes a case for why financial assistance is needed moving forward. it also touts the benefits of bart, even for those who don't ride the trains. a big factor in low ridership numbers is remote work. the 62 page report shows bart ridership is closely linked to regional office occupancy rates. both have recovered to 43% of pre-pandemic levels. bart riders have come back, but many are not commuting to work the way they had been, instead taking bart only on certain days or for big events like parades and sporting events. the bay area council was instrumental in bart's creation years ago, council president and ceo jim wunderman says safety is also a big concern, as it was in a survey that they gave to 1200 bay area voters last year. >> we found there was a you know, there's a fairly large number of people, tens of thousands of people in the bay area who are wary of using bart,

arraigned last friday, then on monday, then yesterday, but he's been refusing to go to court last wednesday, the san jose police bomb squad safely detonated a device found behind a mental health resource center. the discovery triggered a widespread evacuation in that area around ritter park drive and fox lane. police say it will take more time to determine if the device posed a real threat. >> there are multiple components that make up an ied. those materials are still being tested in the lab. >> police say the motive is still under investigation. they say the suspect has an extensive criminal history, and court records show he's been in a mental health diversion program since 2021. >> today, president biden will meet with union leaders as he faces pressure within his own party to step aside. he's relying on labor unions to help make the case that his record in office matters more than his age. the 81 year old president will meet with the executive council of america's largest federation of trade unions, a

dining experience after the city raised concerns it was supposed to kick off this week. amanda has more on the concerns and how the business home owner is responding now. >> kumasi the fine dining experience that was set for the flintstone house in hillsborough was booked up in just minutes. now the city says there are issues with the stone age stone age, i should say omakase sushi experience. the home is in a residential area and restaurants aren't allowed there. under the town's zoning rules. >> you know, we certainly see in

catering events and those are fine in town. we have many private events that are catered at the town, but this is the first time where i've seen, what it looks to be an attempt to open up a restaurant within the town. >> hillsborough city manager says code enforcement sent a letter to the property and business owner explaining the zoning issue last week, and after abc seven contacted them, stone age olmecas posted on social media about pausing operations. the business owner told us via text that he's running a catering company, not a restaurant, and that quote, we think hillsborough is wrong, but we respect them and don't want to fight with them. therefore, we are refunding reservations and are looking for other venues. there will be more to come soon. that's the end of the quote. it's unclear what the next step will be, but both parties claim they're willing to collaborate. back to you, reggie. >> all right, amanda, thank you. and the south bay people are once again raising concerns about the impending closure of a

trauma center. the one at regional medical center is going to close next month and could leave a huge void in east san jose. supporters rallied yesterday, calling for it to be saved to lose a level two trauma center is death to some to lose the stemi services means that people who need every moment to be able to protect the health of their brain are going to be at risk to lose the cardiac services. >> what we're saying here is that some people's lives don't matter. >> local officials have turned to the state attorney general and the governor to see if they'll keep the trauma center open. a hospital spokesperson said. the closure is due to a decline in utilization and will affect less than 2% of patients treated daily. >> the oak. the oakland zoo is losing its largest resident. the zoo's only elephant is leaving for a new home after 20 years in the east bay. ash is preparing to move cross country to an elephant sanctuary in tennessee.

are back to looking at some very warm weather and looks like tomorrow will be the hottest day. san francisco should stay comfortable. oakland is going to heat up. notice how extensive the marine layer is today and it pulls back. it stays along the coast. it doesn't really move too far inland for your thursday morning, and we are expecting still to have those comfortable temperatures at the coast. but for the time being, tomorrow could heat up quickly close to the city and then we should get that sea breeze. so it's kind of a tough call as to how cool the coast is going to be, where this big ridge of high pressure is going to expand quickly. here's a look at our winds. they will get breezy again today. so that's the good news. some relief right? immediately at the shoreline throughout the afternoon at about 20 miles an hour 22 miles an hour. but as we look at the highs for your thursday, check it out. we are in record territory once again, perhaps 106. in antioch, 108 in concord. we just got through with this, right, 104 in danville. and then widespread

market street at dubose avenue. the report says the development will likely be the first to take advantage of a brand new state law allowing cities to bypass discretionary hearings and waive environmental reviews. san francisco will be the first city subject to this new rule because it failed to meet its housing goals. no word yet on when that project would be completed. >> part of building a better bay area is making sure our public transit system is both safe and economically viable, but it is no secret. without enough riders on board, bart is facing some major financial challenges. abc seven news reporter gloria rodriguez live in daly city with a look at this new report called bart's role in the region and gloria. it shows why overall ridership is down and why funding is so badly needed. >> that's right. kumasi. and the report also shows the impact of remote work on the lower ridership numbers. places like the peninsula, where we are generally lost population. so did san francisco. the south

bay. and you can see in the bart map, the red shows declines of 10 to 50,000 people in these areas. other outer areas along the i-80 corridor, the tri-valley and near the delta gained population. the report shows bart ridership is closely linked to regional office occupancy rates. both have recovered a 43% of pre-pandemic levels. bart riders have come back, but many are not commuting to work the way they had been, instead taking bart only on certain days or for big events like parades and sporting events. the report found that bart only received 41% financial assistance pre-pandemic from regional, state and federal governments, and that's low compared to other agencies across the country, but will likely need 70% assistance going forward. >> i think somehow in our region, we're going to have to get okay with paying more to make sure that the system stays viable because it can hurt everybody. it's not just the riders, it's the people who are

driving or using other transit. are going to be heavily impacted. if bart's not functioning now, the report shows if bart didn't exist, regional traffic congestion would worsen. >> for example, drivers could experience up to an additional 19 hours of loss to congestion weekly, and traffic could increase by 73% on the bay bridge. it also tells the benefits of bart, saying it's more affordable than driving. it also provides jobs in the area, and bart is facing a multimillion dollar budget deficit by 2026. live in daly city, gloria rodriguez, abc seven news. >> thank you gloria. next week, there's going to be a new way to travel between oakland and alameda, a new water shuttle named woodstock is going to start running july 17th. this small yellow boat will run across the estuary between fifth street and alameda, and oakland's jack london square. the trip takes about 15 minutes and is a new alternative to the

over various documents. >> that's serious. and, you know, i mean, that's the first time that i've been involved politically here that i've heard of a federal investigation. >> you see, law associate professor jonathan abell says this is the first look at what federal authorities may be after, and that a federal grand jury will be handling this high profile case. a federal grand jury will determine if there is enough evidence to file charges or indictments. >> this is a road map to the things that they're interested in. >> according to the chronicle, last week, in connection with a federal grand jury subpoena, the oakland city attorney reportedly told some city staff to preserve all documents related to mayor sheng tao's partner, andre jones, as well as california waste solutions and the duong family. >> they don't want someone putting them into a shredding machine today. >> among the documents, the subpoena demands communications related to andre jones, all calendar entries or records of the existence of planned or scheduled meetings with tao or jones from june 22nd to the

present. >> we don't really know how all the pieces fit together, but you can see that types of things are interested in the subpoena also, requests documents and communications related to the former oakland army base and efforts to fight homelessness that were considered by oakland city council last year. so i think what what they're trying to find out is who was involved and who was asking for what. >> we reached out to mayor tao's legal counsel, attorney jeff tsai. he did not want to comment on the matter today. this afternoon, a spokesperson for california waste solutions and the dow jones issued this statement saying, quote, the company is currently working closely with federal investigators to support and expedite their investigation, which is unrelated to kw's operations. >> but it's disturbing. it's really for me, it's, you know, we're losing a lot of confidence. and from the public here in of oakland, city leaders say they're just taking this complicated investigation one step at a time. >> in oakland, suzanne phan abc seven news.

at anyone who watches it. uh. anyway, it's probably over. i mean, that was 4th of july. i have no idea. that's what i wanna know. all right. good morning, everybody. here's a look at low clouds. fog it's extensive. the stratus this morning. and you'll be happy about it because that means the heat wave getting underway later on this afternoon. and our excessive heat warning starts at 11:00. so as the fog burns back then, the heat builds, the marine layer will compress. and right now we have mist and drizzle and temperatures ranging from the 50s. half moon bay, 57 san francisco. cloudy everywhere from oakland, hayward and san jose. and we've got some clouds in the livermore valley as well. concord is clear right now. santa rosa 58 going over the richmond san rafael bridge, the golden gate bridge, perhaps the bay bridge. you'll notice all the clouds there and even perhaps need your wipers. 60 in concord. and once again, these areas highlighted 11:00 today through 8:00 on friday night. the hottest day will be tomorrow. so inland valleys over 100 today 80s along the bay shore. san francisco stays

something i've never thought about before. it's not just homes impacted by the heat. high temps are affecting our food. according to the fresno county farm bureau, farmers are about a week behind schedule because of the heat. farmers are balancing picking produce with the safety of their workers. one solution is to have people working earlier in the morning in order to limit their time in direct sunlight. and it's not just the people who need to keep cool. animals are vulnerable as well. >> i lead cows, they get hot at about 68 degrees. so this time of year is really hard on them. so we do. we have steps in place to help keep them cool. >> dairy farms are using sprinklers and fans to help keep their cows cool. the heat can impact how much milk cows produce. >> a reminder this morning about children and the heat, especially when you're out and about. according to the american academy of pediatrics, children are particularly vulnerable to the heat. they heat up 3 to 5 times faster than adults. on

average, nearly 40 children die every year from overheating in a car in the u.s, and so we really encourage caregivers to do a few different things to help make it part of your routine. >> so some good advice for parents leave reminders around your car so you do not forget your children. >> like putting a bag in the back or a child's toy in the front. also, make sure your doors are locked when the car is parked to keep your kids from being trapped in a parked car. new at six, a popular community event in the east bay that may not return because of funding issues, then new restrictions on when certain businesses in the tenderloin can be open, and the local grocery store that has a murky future because of a proposed merger between proposed merger between albertsons and kroger.
